Manicotti with Roasted Red Pepper Sauce Recipe

8 Big manicotti pasta shells(or somethin similar)
2 sweet red peppers
2 tsp of olive oil
1/2 cup of 1% milk
1 tsp of garlic, minced
1 1/2 cups of low-fat ricotta cheese
3/4 cup of spinach, thawed and chopped, and excess water must be gently squeezed out
6 tbsp of shredded Parmesan cheese
1/4 cup of prepared pesto sauce, (can be found in frozen pasta section)
4 chopped green onions(white part mostly) 
1 tsp of Italian seasoning
Some  salt and pepper to taste
